PRADHAN MANTRI MATSYA KISAN SAMRIDHI SAH-YOJANA
Introduction
The Union Cabinet approved the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), a Central Sector Sub-scheme under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), on 8th February 2024 for a period of four years from FY 2023-24 to FY 2026-27. PM-MKSSY will be implemented in all the States and Union Territories with an estimated outlay of ₹6000 crore. PM-MKSSY intends to address the inherent weaknesses of the sector through identified financial and technological intervention for bringing in institutional reforms to support the transformation of the fisheries sector in the Long-term.
Aims and Objectives
1) Gradual formalization of unorganized fisheries sector by creation of work based digital identities under the National Fisheries Digital Platform (NFDP) for improved service delivery.
2) Facilitating greater access to institutional finance including working capital to the fish farmers, fishers and micro and small enterprises.
3) Providing 'one-time incentive' for one crop cycle to aquafarmers for purchasing aquaculture insurance.
4) Incentivizing fisheries and aquaculture microenterprises through performance grants for improving fisheries sector value-chain efficiencies including creation and maintenance of jobs.
5) Incentivizing fisheries and aquaculture micro and small enterprises through performance grants for adoption and expansion of fish and fishery product safety and quality assurance systems including creation and maintenance of jobs.
6) Integration and consolidation of fisheries value chains.

Targeted Beneficiaries
1) Fish Farmers, Fish workers, Fish Vendors who are directly engaged in fisheries value chain.
2) Fisheries and Aquaculture Micro and Small enterprises like Proprietary Firms, Partnership Firms and Companies registered in India.
3) Societies, Limited Liability Partnerships (LLPs), Cooperatives, Federations, Village Level Organizations like Self Help Groups (SHGs), Fish Farmers Producer Organizations (FFPOs) and Startups engaged in fisheries and aquaculture value chains.
4) FFPOs also include Farmers Producer Organizations (FPOs).
5) Any other beneficiaries that may be included by the Department of Fisheries, Government of India as targeted beneficiaries.
