Cyber Security and IT Infrastructure Unit
Cyber security & IT infrastructure unit has been set up in the Department of Fisheries on 3rd August 2023 with the objective to provide Cyber Security support and IT service support on day-to-day operations i,e Email services for all email accounts, All security tools, management operations & maintenance of ICT infrastructure, Audit and compliance of the said ICT infrastructure and applications installation, testing, up-gradation, planning, and including VC support to various offices of Department.
The Cyber security & IT infrastructure unit is headed by the Economic Advisor (I&A), Department of Fisheries and other key members are:

- Sr. Network Engineer for Management of Networking Devices and Network Management System (NMS)

- Support staff for Asset & Configuration Management and Helpdesk and Ticketing System
The Broad Terms of Reference of Cyber security and IT infrastructure unit are-
- Cyber Security expert-
- Implementing the security solution on Application and Infrastructure Security and Risk Detection and Mitigation.
- Performing or overseeing stages of the cyber security assessment process.
- Documenting key observations, analyses, and findings during the assessment process of critical digital assets (CDAs).
- Perform routine security functions for risk detection, prevention, and response.

- Ensuring complete Network Infrastructure Availability and Operation and Management of all Network & Security components.

- Network Management System (NMS)
- 3.1 Network Monitoring and Management
- Work on NMS application to manage the entire network infrastructure.
- 3.2 Network Configuration Management
- Switch Configuration capturing and saving.
- 3.3 Network Traffic Analysis
- Netflow/sflow based traffic Analysis and dashboard presentation of different types of traffic flow in the network.
- 3.4 Network Report Generation and Scheduling
- Network Link Utilization, Availability and Down Time report generation in graphical format and tabular format with colour coding.
- QOS (Quality of Service) for performance and packet drops & generation Syslog / Log Monitoring.
- 3.1 Network Monitoring and Management
- Application Support and Hardware Management
- Onsite functional and technical support of various important applications such as EDR, eoffice, digital signature, eSign, VC, Kavach and other government browser/app-based applications in the department desktop, laptop or any other handheld devices.
- Coordination for implementation of Application security, OS update, Antivirus update, Patch management, software update, syncing with NTP, etc.
- Train the trainers of the Department on the functioning of various applications.
- Operation and Management of I/O devices such as printers, VOIP, Wi-Fi, etc. and Voice and Video Communication.
- Configuration and assisting in various VC platforms such as Zoom, Teams, Bharat VC, Webex, etc.
- Third-Party Coordination
- Maintain a log of the Annual Maintenance Contracts (AMCs) for all the components installed.
- Coordinate with OEMs/Suppliers/Vendors/telecom Service Providers for timely maintenance.
- Asset and Configuration Management
- Work on automated asset management tools to prepare the information asset register (IAR) including rating, classification, owner and custodian, date of commissioning, date of installation, warranty period, AMC period OS, Patch, Antivirus, and etc. of the Asset.
- Helpdesk and Ticketing System
- Quick resolution of the issue related to IT infrastructure.
- Maintain a toll-free number for providing offline support and shall do the troubleshooting required.
- Set up helpdesk and ticketing application where an operator.
- Telecom Service Provider (TSP) Management
- Coordination with TSP (BSNL, MTNL, RAILTEL, PGCIL etc.) for seamless operation and last mile connectivity.
- Other Responsibility
- Provide APIs to NIC to access the data of Asset Management Application, Helpdesk and Ticketing. Application and Network Management System Application (as and when required) for central visibility.
- Creation and preparation of manuals, procedures, documents, and MIS reports.
- Up to date documentation of configuration and change management.
