Note on Component of Strengthening of Database and Geographical Information System (GIS) of the Fisheries Sector and Fisheries Statistics.
The component of Strengthening of Database and GIS of the Fisheries Sector is the 100% central financial assistance to States/UTs in all the sub-component i.e. Sample Survey for estimation of inland fishery resources and their potential, Census on Marine Fisheries, Catch Assessment Survey of Inland and Marine Fisheries, Development of Geographical Information System (GIS), Development of Database of fishery cooperatives of India, Mapping of Smaller Water Bodies and Development of GS based fishery management system, Strengthening of Statistical Unit at Headquarters, Evaluation Studies/professional Services under the Centrally Sponsored Scheme on Blue Revolution: Integrated Development and Management of Fisheries. Accordingly, the fund is released for fisheries data collection i.e. Fish and Fish Seed Production, FAO and Handbook on Fisheries Statistics to the States/UTs Governments on the basis of the physical and financial progress report receipt from the States/UTs of the aforesaid Scheme. Fishery is the state subject in the Indian constitution but the exploitation of fishery beyond the territorial water is the responsibility of Central Government. State Governments compile fishery statistics at the state level but coordination and building up of estimates at the national level is done at the central Government level.
Most of the States and UTs have statistical cells in the Fisheries Department of the Government /Administrations to look after collection, compilation, analysis and dissemination of fisheries statistics in respect of the States /UTs. Much of the information pertaining to resources, production, disposition and other aspects of fisheries are periodically compiled by these cells and furnished to Statistical Units at the Centre level.
The data on marine fish production are collected through multistage sample survey conducted by the State Governments. The Methodologies are the Survey for Marine Fisheries developed by the Central Marine Fisheries Research Institute (CMFRI), Kochi and Inland Fisheries by Central Inland Fisheries Research Institute (CIFRI), Barrack pore, and West Bengal.
Catch Assessment Survey of Inland Fisheries:
This component is entrusted to Central Inland Fisheries Research Institute (CIFRI), ICAR, Barrackpore, West Bengal, who will be responsible for standardization of concepts, definitions and methodology for collecting fisheries statistics and training of staff concerned therewith. The resource and catch assessment surveys will be continued for ponds and reservoirs by extending the coverage to more districts in existing states where the scheme is being implemented and also extended to other states where the scheme has not yet been taken up for conduct of catch assessment surveys so that all the States are covered for assessment of resources and catch under ponds, tanks and reservoirs etc. The methodology for resource and catch assessment from river, streams canals etci.e water bodies will also be taken up by CIFRI for its implementation in all states / UTs.
The work on supervision, training and data analysis would be under taken by CIFRI who would also organized at least two training programmes annually to trained the officers from state Government for techniques of data collection, identification of species analysis of fish catch data and estimation of fish production. ---2/-- -2-
The software for data entry and compilation of catch data would be developed by CIFRI who will also provide training to State Governments on software. The Central Assistance would be provided as 100% grant-in-aid to State Governments UT admn for creation / continuation of the following posts: Name of the posts Pay Scale No. of Posts Assistant Director (Stats) Rs.8000-13500 1 Tech. The provision has also been made for incurring the expenditure for the above staff towards traveling expenditure for conducting catch assessment surveys in the field. The expenditure on TA will be limited Rs.1.00 lakh for large State and Rs.0.50 lakh for small State per annum. In addition, provision for office expenses Rs.0.30 lakh per State per annum has been made under the aforesaid scheme.
