    About the Division

    IC Division serves as a focal point to facilitate communication and interaction between the Department of Fisheries/Ministry of Agriculture &Farmers Welfare and the international organisations as well as foreign countries, which paves the way for the Fisheries sectors in India to keep abreast of the latest technological developments/advancements taking place around the globe, particularly in the technologically advanced countries with the objective to take advantage of the know-how for increasing production and productivity in livestock sector.In the same way the Division works as a bridge between India and the technologically backward nations with the objective to share knowledge and extend technological assistance to them which enables establishing/strengthening friendly relations also.

    AREAS OF ACTIVITIES
    i. Processing of cases/proposals for official foreign visits of dignitaries in the Ministry of Agriculture & Farmers Welfare/officers in the Department of Fisheries (DoF) and its attached/subordinate offices connected with the DoF affairs.
    ii. Processing proposals for signing of Memorandum of Understanding (MoUs)/Agreements with foreign countries/bodies on cooperation in the field of Fisheries. A list of the MoU/Agreements signed by DoF with foreign countries is given at Annexure I.
    iii. Organising meetings of foreign delegations with dignitaries in the Ministry of Agriculture and Farmers Welfare/Senior Officers in DoF.
    iv. Processing air-fare bills for payments in respect of visits abroad of dignitaries/officials.
    v. Payment of annual membership fee to International organisation such as World Organisation for Animal Health (OIE), India Ocean Tuna Commission (IOTC), International Dairy Federation (IDF), Animal Production Health Commission for Asia (APHCA), Bay of Bengal Large Marine and Ecosystem (BoBLME).
    vi. Collection, consolidation and onward transmission of information for meetings held by other Departments like, Ministry of External Affairs, Ministry of Commerce, Department of Agriculture Cooperation & Farmers Welfare with foreign delegations etc.

    STATUS OF MOUS/AGREEMENTS FOR BILATERAL COOPERATION WITH OTHER COUNTRIES (AS ON 16-08-2018)

    1. Norway Marine Fisheries Sector. 2March, 2010 Remains in force unless either party notifies in writing to terminate 5th JWG meeting was held on 8thApril, 2016 in New Delhi. 6th JWG meeting was scheduled in August, 2017 but due to administrative reasons could not take place. Fresh dates are being worked out by Fisheries Division.
    2. Bangladesh Fisheries and aquaculture and allied activities. 6 September, 2011 5 September, 2021 A programme on Capacity Development on Stock Assessment of Tropical Fishes has been conducted for official work by Bangladesh Fisheries Department and Research Institute through BOBP-IGO at CMFRI, Kochi in November-December, 2016. 4thJWG Meeting was held in June, 2018 in New Delhi, India.
    3. Indonesia Marine Fisheries 23 November, 2005 Expired in November, 2015 after extension in January, 2011. First meeting of Joint Technical Committee (JTC) was held in Jakarta on 6th - 7thDecember, 2012. MoU expired in November, 2015. DADF conveyed its concurrence for renewal to MEA in early November, 2016. Indonesian side suggested signing of a new MoU. The DADF, however, in a communication sent to MEA in May/June 2018 proposed extension/renewal of the old MoU instead of signing of new MoU as the areas of cooperation mentioned in the Indonesian text of new draft MoU are the same as in the last expired MoU.
    4. Morocco Cooperation in training and scientific research in marine fisheries and fish process industry fields. 1 February, 2014 To be in force for 2 years from date of signature and automatically renewable for successive period of 2 years. First India-Morocco Joint Committee Meeting on Fisheries was held in New Delhi on 02.04.2018.
    5. Vietnam Fisheries and Aquaculture 6th July 2007 Can be terminated with prior notice of six months by either side of parties No meeting has been held so far under the MoU
    6. Vietnam (NFDB) Setting up of Pangasius Breeding and Farming in India and allied activities. 15 September, 2014 14 September, 2017. May be extended for further period as may be mutually agreed upon A Joint Technical Committee from the Indian side to provide guidance, review the progress of activities and to facilitate cooperation under the MoU is to be constituted. Director, CIFA, Bhubaneswar has been nominated as nodal officer for implementation of the activities covered in the MoU An exposure visit for Indian Officials and Farmers is proposed for which nomination has been sought by NFDB. No formal meeting in the framework of MoU has been held.
    7. Iceland Fisheries Sector 30 July 2007 - Soon after signing of the MoU, in order to take follow up action to operationalize the MoU, the concerned agencies were consulted to identify the specific areas within the scope of Paragraph 1 of the MoU and the following areas were prioritised for cooperation from Iceland: 1. Deep Sea fishing. 2.Quarantine management and value addition. 3. Capacity building in the above two areas. MEA was requested in July, 2012 to take up the matter with the Iceland side for extension of MoU beyond 2012. MEA in August, 2017 have requested this Department for a new draft MoU as the MoU signed earlier does not have extension clause. A new Draft MoU has been prepared and circulated to other Departments concerned for inter-ministerial consultation.
